Minutes – May Meeting 2011

EXECUTIVE COMMITTEE
President: Buzz Kemp
Vice President: Lew Talone
Treasurer: Lloyd Robinson
Secretary: Paul Caputo
Membership: Ray Boos

May 17, 2011
Meeting called to order 7:35pm
Treasury report read by Lloyd and accepted by Cosmo.
Presidents Report:
Buzz discussed last month’s topic on the Hackensack Valley site.
The license agreement was cancelled by John Kari.
A letter dated April 11th confirms the license was cancelled by John Carey and this letter gave notice of the agreement cancelled.
Buzz reviewed what the agreement stated and the requirements that we had met and what was done to meet the requirements. Also reviewed how the Hackensack field did not meet the AMA safety requirements.
Although they can reopen talks with Russo Development, it’s Buzz’s opinion that the site is not safe for the membership to fly at without an issue of liability to the club and its membership.
Buzz explained the course of events that led up to the final cancellation of the working license agreement.
Membership discussed the field and the current status. The entire procedure must be started from the beginning.
Buzz stated they will post a request on the website for the membership to come to the June meeting and vote if we are to restart the process to open another agreement with Russo.
RE: Lyndhurst. The Mayor put us in touch with the township engineer, Neglia. Buzz submitted our requirements for a field and requested they check to see if they have anything available.
Meadowlands commission sent us a letter explaining that they do not have any property available for us to use.

Buzz wrote the county a letter in re: the BCMA site and asked if we can be the managers for that site. A letter was sent to Lakeland stating there are still issues that need to be resolved prior to the site reopening. In addition, a few other clubs have requested to be the managers of the BCMA location.
Buzz is going to put a public relations package together to promote our club and show how the club is responsible and takes care of the location and community.
The membership recommended we contact multiple townships to determine if there is any land available.
Buzz has been in contact with Scerbo that represents private land owners, and so far the ones they have contacted are not interested due to liability issues.
Continued discussion of the topic.
Buzz also suggested he may contact the railroads in the area for property to use.
Membership discussed the BCMA field and how the membership dues work for the field maintenance.
No 50/50 =(

Minutes – April Meeting 2011

EXECUTIVE COMMITTEE
President: Buzz Kemp
Vice President: Lew Talone
Treasurer: Lloyd Robinson
Secretary: Paul Caputo
Membership: Ray Boos

April 19, 2011

Meeting called to order 7:42pm
No treasury report, Lloyd was absent
Welcome new secretary, Paul Caputo.
President’s report:
The website will be updated with current information for the membership.
Lloyd has been reviewing the bylaws and will bring them up to date. He would like to make the bylaws more accurate.
New member application: Mohammed – He is considering joining knowing we don’t have a field.
Prospective flying sites:
Buzz and Lou have been in contact with the Meadowlands. Melissa Nichols has reviewed the properties and they currently have nothing to offer.
Lou commented re: the meadowlands status and how difficult it is for them to offer us land due to the fact that they want to make money on the property.
Buzz discussed the Lyndhurst property. He spoke with the Lyndhurst board of commissioners, and presented to them what we needed for a field. The mayor requested we officially request a size requirement and they will see what they can do.
Buzz has been in contact with multiple property owners. There is a meeting this week in regards to a large property owner in Lyndhurst. They will see if they can get permission for us to fly.
Buzz talked about Moonachie. They are requiring general liability insurance. Pollution insurance is a requirement. Buzz found a pollution insurance quote that may be acceptable. The cost is 3,800.00 annually. Unfortunately an email was sent to him that a club member emailed Russo Development and requested the agreement be cancelled. Mr. Berger representing Russo said that the license agreement has been cancelled, and the cancellation cannot be reversed.
Manny is upset and wants his money back for his membership because he cannot fly. Asked to send him a refund check for last year and this year, and he is done with the club. Buzz called Manny back to explain that they are still able to get into another license agreement if we so choose.
If there are no other sites available within one week, we will open talks with Russo. The membership talked about the field considerations. Manny proposed the field would be for experienced flyers only. Anthony pointed out it would not be fair to the membership that are here to learn (new members, etc)
Discussion continued on Moonachie field.
Recap by Buzz: License agreement with Russo was cancelled due to an email sent by an unauthorized membership request. Discussion on unknown member should be terminated from the club.
Continued discussion on pollution at the Moonachie field, and if the club can support 2 fields if things work out that way.
Buzz stated we will send out notification that a vote will be taken at the May meeting to decide our course of action for the Hackensack valley/Moonachie site.
Buzz’ opinion is the Moonachie site should be limited to park flyers and helicopters. He also stated the board has a responsibility to be sure the membership flies within the safety guidelines laid out by the AMA. People flying there now are doing so under their own liability if there is an accident.
Buzz strongly suggested not to fly at the field until the site is officially sanctioned then closed the topic.
Andy asked about the BCMA: Buzz talked to the director of parks. Their plans are to reopen the site as soon as they can close the EPA issue, but they have no time frame for when this will occur.
Winning number was 195024 for 50/50 winner. $22.00

Meeting minutes

7:43 meeting called to order
Treasury report read and accepted

Old Business; Annual Christmas Party will be held December 21. It will be catered. No one needs to bring anything. We will be doing our White Elephant gift exchange. The gift must be wrapped, RC related and around $20.

New Business; Lakeland has signed a “license to use” with Russo Development for the property at the corner Empire Blvd & State St. The former home of Hackensack Valley Fliers.
Here are the facts pertaining to Lakeland’s being given the opportunity to sign an agreement for use of this property. Lakeland was directed by the meadowlands to contact Russo Development. Through meetings with RD’s lawyer Lakeland was offered the above property by signing a license agreement for use of the property. We asked what about the present users, HVF. The following is an excerpt from the agreement offered to Lakeland.
2.	Pursuant to and with the permission of the prior owner of the Property, Hackensack Flyers has been utilizing a strip of land on the Property for members of its club as a staging area and runway area for the operation of radio controlled model aircraft. After acquiring the Property, Owner’s affiliate and predecessor, 140 State Street, LLC offered Hackensack Flyers an opportunity to continue using the Property by entering into a license agreement with Owner, but Hackensack Flyers declined to do so. As a result, Owner’s predecessor notified Hackensack Flyers that it and its members are not permitted to use the Property and has notified Hackensack Flyers that continued use of the Property by their membership is a trespass on the Property. Hackensack Flyers and its members have continued to enter upon and use the Property without the consent and in disregard of the notice and demand by 140 State Street, LLC and Owner.
They, RD, further stated they wanted a responsible party on the field that would provide the necessary documents, ie charter, insurance, etc., that would that RD could not be held liable for any injuries, accidents, or other happenings there arising from the use of RC related activities. Lakeland was asked, not directed, in the license agreement to offer membership in Lakeland to the members of HVF, which we did in a meeting with HVF’s president, Rob Koehler. Lakeland cannot take possession of the field until RD’s lawyer notifies us that HVF has vacated.
Lakeland’s executive board wants to make it perfectly clear; we did not steal this property from HVF. They lost it through non-compliance and ignoring the property owners requests.
There will need to be some changes made to the field for safety reasons due to the new building north of the runaway. This will be discussed with the involved parties at a later date.
Bill Heubner raised a question concerning the membership process for HVF members.
Reply; they will have to go through the same process as all prospective new members. There will be NO automatic instatement as full members.
8:20 vote for new executive committee: 44 votes president Buzz Kemp, vice president Lew Talone, secretary Geoff Severud
Fred Wadliegh backed out at the last minute because of the negative rumors HVF spread concerning the loss of their field relating to Lakeland.
50/50 won by Mike Beard

7:35 Meeting called to order

Treasury report read and accepted

Announcement that there is a float fly at the public beach on the north end of Greenwood Lake on 9/25

New Business; Lakeland’s Executive Board has been active looking for a flying site. Questioned posed to the membership; Has anyone found anything that the Executive Board should look into further?
Manny Cougal – Found a dead end street behind condos near exit 15 of the NJ TPK.

Lakeland’s President has been negotiating with 2 parties, the Meadowlands Commission and a private sector individual for a flying site. If permission is given to use the site there is a stipulation that all flyers of fueled planes must use overflow tanks. The Meadowlands commission will be monitoring the property for spill contamination. A contract for use of the site is in lawyer review. Getting the trailer on site is presently up in the air but we are fighting to get it. This all came about when a lawyer for the Meadowlands Commission contacted us. We were directed to communicate with a private owner and his lawyer. Even though the agreement to use the property is with the private owner the Meadowlands Commission still oversees the development of the area involved. All materials, insurance papers, etc have been disclosed and given to the involved parties. There is a 5 year plan for the development of the area surrounding the site and it seems we are part of the plan. Unfortunately, the agreement to use the property is much the same as before with are flying sites. We have sole use of the property until other terms / needs arise. There will be no blacktop runways in the foreseeable future.
There is no movement on the E1 landfill and the area along Valleybrook will be all warehouses within 5 years, according to the “plan”.

Buzz stated his appreciation for a job well done.
President Carey offered Paul Swiderski the opportunity to speak concerning his new Heli club and flying site in the southeast corner of Overpeck Park. The flying site is small only suitable for helis, foamies and park flyers. Some of the park officials showed up and watch them fly and asked if they could put together a fun fly show in the Spring. Dues at this time are $25. initiation and $75. yearly dues.

Roy Lebarbara put a motion to move the nominations for the Executive Board to October and the election of the same to November. So we can keep the Club business separate from the Christmas party. It was 2nded by Jack Bonaccolta.

The Christmas party will be catered this year. Then on Jan 1 all participating in the AC trip will receive a $200 voucher.

Nominations for Executive Board must be in next month (Oct). Pres, Vice Pres, Treas, Sec.

Assuming we get the site and are allowed to move the trailer there, it needs to be refurbished. New floor, ceiling, front door, roof. We’ll be looking for help, volunteers. John Carey, Juan Cintron,

50 – 50 won by Lew Talone

7:34 Meeting called to order

Treasury report read and accepted

New Business; John Carey has been working on something with the Meadowlands Commission. He has had meetings and phone calls with members of the commission. They say they have possible sites but won’t reveal the locations at this time. As it stands now hopefully a meeting will be set up in the next 7 to 10 days to review a site that will be revealed at that time.
Although we have a letter from the Commission saying if the landfill isn’t acceptable what about the Empire Tract. The top of the hill site has been leased to a compost processing company. Negotiations are proceeding with nothing concrete yet.
There was an offer made to any new members that joined for the 2010 flying season to get their initiation fee refunded with the understanding that they would have to go through the new member process all over again if and when we get a field and openings are available.
BCMA news; Paul Swiderski met with Dennis McNerney regarding a flying site in the new enlarged Overpeck Park. He did so not representing Lakeland but as an individual. There’s no news to report.
North Arlington paid back 3 million dollars for a piece of property from the Encap debacle. The property is unbuildable with no plans for its use. N. Arlington would need to sign off on the air space for fly over. With all this any kind of proceedings are unable to continue until Nov. Lew Talone has been following this.
The Moonachie club has offered 20 openings.
The usual morning crew have been flying electrics in Riverside Park weekdays between 9 and 1pm.
Elections for the Executive committee are this year. The vote is in December, before the Christmas party. Nominations need to be made. 2 for each position. Must have been a member for at least 2 years.
Check the website for updates regarding the ‘Search For A Field’.
The Wayne flyers have offered use of their field and Jeff Soloman stated the Hudson Valley Flyers need members. The HVF have a beautiful field in Haverstraw, NY on the west side of the Hudson. HVRCC.com
